“Since working with AVE (Partners) Ltd during Linbrook’s recent – and successful – bid for the City of London’s Repairs and Maintenance tender, our partnership has gone from strength to strength. AVE really understands the problems facing SMEs tendering for public sector business when competing against major national and multinational players. This understanding was keenly highlighted during its recently-held “Supplier Diversity” workshop.

“AVE believes, as we do, that smaller organisations can be just as skilled as larger ones; and in some cases, even more agile because they have leaner more efficient organisations. Financial size is not necessarily an indicator of capability and competence but a company’s turnover is often given an unreasonably high weighting compared with other criteria

“For instance, while Linbrook generally meets comprehensive pre-requisite conditions for public sector bids, we can sometimes be disqualified mid-tender based on an insufficient annual turnover – where the minimum requirement can be set as high as £64 million. To a company like Linbrook with a turnover of more than £45 million, this seems extremely unfair and highly frustrating when we have the right experience and the right people to do the job. All too often in the public sector the awarding of major contracts comes down to supplier size; a trend which, like us, AVE is intent on reversing.

“AVE’s impressive scope of experience, knowledge and intuitive understanding of public sector procedures, processes and people is proving invaluable in helping us, and other SMEs, break down the size-barriers within local government.

“Linbrook has been offering apprenticeships to local people for trade and office vocations within the construction industry for over 20 years. We train locally. And we source our materials locally; which often can’t be said of bigger contractors. We’re encouraging employment so in effect, giving something back to the community, but if we are to sustain this we need first to be eligible to win public sector business.
